查询绑定到当前 Session 的待授权请求

/api/v1/oauth/authorize/requests/{request_id}

pending 请求绑定创建它的 /oauth/authorize 请求级 Issuer generation。
Issuer 热切换后，旧 generation 或升级前缺失 generation 的请求会被丢弃并返回
400 authorization_request_expired，Client 必须重新发起授权。
